Synopsis:
During a traveling herb show, an illiterate minion wanders into a strange town and is arrested for vagrancy.

The town's corrupt officials mistake him for the police chief, who appears to be traveling in disguise.

Officials, fearing that they will find out that he is embezzling taxes, repeatedly try to kill him.
